VA "Veterans First" (38 U.S.C. §8127)

The VA is the largest SDVOSB buyer and must give priority to SBA VetCert SDVOSBs/VOSBs before other set-asides. Direct award under FAR 19.1406

When a contracting officer identifies a capable SDVOSB on SAM.gov, FAR 19.1406 permits a sole-source award for services up to $4.5M (the non-manufacturing ceiling). Mechanism: CO searches SAM.gov for our UEI/CAGE, requests a capability statement, and issues an RFQ under one of our NAICS codes. We supply the statement and the documented past performance; the CO documents the determination.
